Is it possible to see the overall bounce rate in the reports?

No.

If a user does not interact with the CMP, there is an implicit OptOut with the "oninitialpageload" action for all non-essential services in the report on that particular day, but that does not mean that user bounced, it just means that there was no interaction with the CMP.
