Why can the Event consent_changed also occur for data processing services that the user cannot object to?

Users cannot object to a data processing service that is created as "accepted by default". The consent is always set to "true". Nevertheless, the consent_changed event can also occur with these DSP's.

The background: If a data processing service is set to accepted by default, this is an form of implicit consent - the user has no possibility to actively agree at the beginning.

If the user now clicks the "accept all" button, the above mentioned Consent becomes explicitly gathered - the user has actively agreed to all data processing services.

We want to capture this change and store it in the database. Therefore, when the "accept all" button is clicked, the consent_changed event is also fired for those data processing services that the user cannot deselect.
