Why does only one category appear on the second layer?

Only categories holding data processing services (DPS) are displayed.

So, for example, before you can add the categories "Functional" or "Marketing", it is necessary to add the corresponding DPS in the configurations (Admin Interface → Service Settings). After that, they can be assigned to the relevant categories.
